Unfortunately, some characters are designed to be provocative, and have spandex body suits or high school uniforms with short skirts. This is a problem, as many sexual harassment cases have been reported by cosplayers who are trying to enjoy the conventions. Women have been groped, cosplay costume and men have been put down for not fitting a certain costume.
